This game has become unplayable due to frequent packet loss and interpolation delay spikes.
What I have:

MSI Z170 Gaming M5 motherboard
Wired connection to my router with a cat6 ethernet cable, have tried using cat5 and cat5e
I play the game with no v-sync or triple buffering while having reduced buffering on. I play with extremely low settings and have almost always over 200+ FPS
Applications that may be on while I am playing: Logitech's gaming software and Realtek HD Audio Manager
I have one huge SSD that I use for storage, everything is installed on it
Issues:
Frequent interpolation delay spikes.
According to the in-game net graph, my packet loss is almost always around 1-2% and occasionally spikes up.
Whenever the IND (interpolation delay) spikes up, I would notice that if I shoot an enemy, it will show the hit animation but there would be no hit marker or sound.
What I have tried:
Turned off all applications before playing
Updated network drivers
Windows 10's network reset, where Windows automatically re-installs my network drivers
Got a new modem and router (separate devices)
Had an XFINITY technician come to my house, and replace the coaxial cable going out from the street to the modem in the house
Tried all new Ethernet cables, from modem to router and from router to PC
Cleaned out all Ethernet ports with a compressed air duster
Disabled all Windows 10's background apps
Disabled Windows 10 automatic updates
No Geforce Experience or Window's Game Bar
Enabling and disabling QoS on my router
Tried using Haste, first game worked great with zero packet loss or interpolation delay spikes. Second game, the problems slowly began to creep back and a few games after that, I am back to where I started.
Set Overwatch to high priority in task manager
Used Killer Network Manager, setting Overwatch to number 1 priotity, didn't do anything so I turned uninstalled it
Fresh start by reinstalling Windows, basically cleaned out my drive
Uninstalled and reinstalled the game, uninstalled PTR
Scan and repaired the game
Reset in-game options with Battle.net launcher
Other notes:
The problem has been going on for months now to the point I don't remember a time where I didn't have this problem
My in-game ping is fine and never changes
I don't know if it's only Overwatch because Overwatch is the only online network game I play
I have manually done packet loss tests with the command prompt, and I got 0 packet loss
Please help me, it has become so bad that I fear to play comp as I have lost games because of this issue. Honestly, it makes me not even want to play this game anymore. It is so incredibly frustrating to see enemies glitch across your screen, or hit them (literally see the hit animation) but not get a hit marker or have them take damage
