I have tried EVERYTHING to fix this, I tried changing my Server over 20 times AT LEAST, Tried clearing out the download Cache, and then I tried Reinstalling Steam
and When I tried reinstalling it it would keep giving the error 'Connection too slow' (Or something like that) and My connection is 10 Mbps on Speednet and I am Watching 1080p 60fps videos on youtube np but then I over came that Problem by using a Proxy 'HideMe' and then it didnt give me that error but now I cant download anything even with the Proxy on...

It starts with 1.2 MBps and then Drops to 0KBps and repeat and No progress made even during the Fluctuation. Please Help I just wanna Play games that I invested my time and money in.
